The local goodwill or maybe even a dumpster behind a golf course. Do your brother-in-law a favor and get him a new driver.
Stop by your local golf store and look through the used section. You should be able to get something quite nice for <$60. Talk to the salesman for help.
Then just tell your brother-in-law that you took a swing with is broke-ass driver and the head flew off. He'll be happy you got him a new club.
